Is it true that being muscular doesn't necessarily mean you can fight?

Yes, totally true. Techniques defeat strength. Intelligence destroys muscles. Look at Brazilian Jiu Jitsu fighters, none of them have gigantic muscles, but they manage to defeat opponents twice bigger and much stronger than them. BJJ is a top martial art, the most complete, effective and destructive martial art of all, a supreme art, perhaps the most boring to watch, but if they wanted to fight beautifully, they would’ve chosen Capoeira, which is another exceptional art, but not effective as BJJ. Almost every MMA fighter in the Hall of Fame and outside it as well, they have a BJJ background, if not them all.
Look at Gracie family of fighters, all of them legends in the sport. For example Royce Gracie (image below, vs. Akebono), he is considered to be the most influential figure in the history of modern MMA. He holds the most consecutive submission victories in UFC history. He has fought with several gigantic guys and defeated all of them.
Or Rickson Gracie, he fought over 450 official fights during his lifetime and never lost one and all of them by submission. He is also regarded as the best Jiu Jitsu fighter of all time, Rickson competed for years in hundreds of matches in several different disciplines (No Holds Barred, Brazilian Jiu Jitsu, Sambo, etc.) with the only loss on record coming in a Sambo competition by points.
Rolles Gracie submitting Bob Sapp. Everyone in Brazil has already beaten Bob Sapp, even those who never fought in life. LOL. Bob Sapp is a great example of a person who should not be fighting. People should ban him from this sport.
Rolls Gracie: Rolls is another member of the Gracie family that is always present as one of the top athletes of all time, he was a creator of positions and one of the first people in Jiu Jitsu to believe in cross training, bringing a lot of new techniques to help grow BJJ. He was also the family’s top competitor in the 1970’s, ending his reign undefeated.
Cássio Cardoso: a student of Carlson Gracie, Cassio only had one loss in his competitive career, a loss to Marcelo Behring (which he avenged afterwards in an epic 90 minute battle). Cassio was regarded as the best student in the Carlson Gracie gym and one of the most complete fighters that ever lived.
João Alberto Barreto: famous for being Gracie Jiu Jitsu’s top representative in the 1950s, João Alberto spent his entire career without tasting the bitter flavor of defeat. He competed extensively (mainly in Vale Tudo matches) and is known to have never lost a fight.
Amauri Bitetti: the first open weight world champion, a deed he accomplished twice in his career, Amauri Bitetti was one of the top competitors of his generation, considered by most as the top man in BJJ after Rickson Gracie hung up his Jiu Jitsu gi.
Hélio Gracie: and we could not miss Hélio Gracie, the father and inventor of BJJ. A legend, he gained international acclaim for his dedication to the dissemination of the art and philosophy of Gracie Jiu-jitsu. A dedicated family man who exemplified a healthy life-style, he was the epitome of courage, discipline, determination, and an inspiration to all those who knew him.
